About us
The Department of Science Technology (DST) is the Nodal Department of Andaman and Nicobar Administration for promotion of Science and Technology in Andaman and Nicobar islands. DST takes up various activities for promotion of scientific temper among the islanders particularly among the school children and collaborates with the research institutions in mainland for introduction technological intervention programs in various line departments for betterment of islands. Besides that, under the umbrella of DST, the Andaman and Nicobar Pollution Control Committee (ANPCC) and Andaman and Nicobar Science and Technology Council (ANSTC) are functioning. The ANPCC is responsible for monitoring and implementation of pollution control measures in Andaman and Nicobar Islands and co ordinate with various departments for mitigation of pollution. The ANSTC is a council works on promotion of scientific enquiry among the islanders and promotion of technology. Three schemes are being implemented by the department.
Science & Technology
The Department of Science & Technology is to act as catalyst, facilitator and enabler to promote scientific and technological capabilities. This department was intended to plan and co-ordinate various research projects which have special bearing on socio-economic developments in these islands. The objectives of the scheme are:-
- To promote scientific temper and encourage technological development in the islands.
- To organize scientific education programmes to create scientific awareness and outlook among the children in particular and public in general.
- To organize and sponsor seminars & workshops.
- To publish and sponsor the publication of journals, books, monograph etc.
- Capacity building and human resource development, technology up-gradation in small enterprises.
- To identify and formulate UT specific R & D Projects.
- To coordinate with Central and State agencies for implementation of S & T intervention programmes in these islands.
Control & Monitoring of Pollution
The Andaman and Nicobar Administration Pollution Control Committee’s main mandate is to control and monitor the pollution enforcing various regulations Acts/Rules on the subject namely Water(Prevention and Control of Pollution)Act,1974 and Rules made there under, Air(Prevention and Control of Pollution) Act,1981 and rules made there under and various regulation issued under Environment(Protection) Act,1986 and Rules made there under namely Municipal Solid Wastes(Management and Handling) rules 2000, Bio Medical Wastes(Management and Handling) Rules,1998, Recycled plastics manufacturing and Usage Rules,1999 as amended, Hazardous Wastes(Management and Handling) Rules,2000,Batteries(Management and Handling) Rules,2001 and Noise Pollution(Regulation & Control) Rules,2000
Mission on Strategic Knowledge on Climate change
The National Action Plan on Climate Change, 2008 (NAPCC) through it 8 mission provides multi pronged and integrated frame work for addressing climate change. The focus of NAPCC is on promoting understanding of climate change, adaptation mitigation, energy efficiency and natural resource conservation. The climate change impact will manifest in a varieties of ways in the island. One of the critical issue in developing a pragmatic strategy for addressing climate change in ANI is in translating the National Climate Change related policy imperative into sub national level action keeping in minds the contest, specificities, needs and aspiration of human natural and geophysical systems existing in the island territories. The challenge lies in evolving specific local level action with sound linkages with national policy & programmes frame works including budgets. Department of Science & Technology, A & N Administration is the nodal agency for preparation, coordination and implementation of State Action Plan on Climate Change (SAPCC).
